'[DP]' means that rule may be subject to a discretionary penalty.
'[NP]' means that a boat may not protest another boat for breaking that rule. This changes RRS 60.1 (Right to Protest).
In the event of a conflict between the Notice of Race and the Sailing Instructions, the Sailing Instructions will prevail.
The regatta will be governed by the rules as defined in The Racing Rules of Sailing 2025-2028 (RRS) and the Bullseye Sailing Association (BSA) Rules for Regattas.
RRS 60.4 (a) (2) is changed as follows: “if it alleges a breach of a rule of Part 2 or RRS 31 and is from a boat that was not involved in and did not see the incident, or.”
The official notice board is located at https://bullseyesailing.org/2025/. As a courtesy notices will also be posted bulletin board located on the porch of the Beverly Yacht Club.
On the water, the Race Committee intends to monitor and communicate with competitors on VHF radio channel 74. Failure to hear radio communication is not grounds for redress. This changes RRS 61.1(a).
Any changes to the sailing instructions will be posted before 0800 the day it will take effect.
Signals made ashore will be displayed on the Beverly Yacht Club flagpole.
Code flag “AP” with 2 sound signals means “All races are postponed.” When flag “AP” is displayed ashore, the first warning signal will be made not less than sixty (60) minutes after removal, unless the race is postponed again or abandoned.

Single-handed class flag will be a white flag with a red Bullseye emblem.
Spinnaker division class flag will be a white flag with a red Bullseye emblem.
Jib and main (JAM) division class flag will be a blue triangle with a white Bullseye emblem. JAM division boats shall fly a blue shape flag (provided at registration) on their starboard shroud during their championship races.
The racing area will be in the outer Sippican Harbor. See Addendum A.
Courses for the single-handed, spinnaker division, and jib and main division will be posted on the Race Committee board along with heading and distance to the first mark. See Addendum B.
The race committee may shorten the course at its discretion if a minimum course has been sailed consisting of a windward and a leeward leg.
If a gate is not in place, the existing mark shall be left to port. Offset marks will not be used for change marks.

[NP] Before starting its first race of each day a boat is required to sail past the stern of the Race Committee boat and verbally report in by hailing their sail number and having it acknowledged by the Race Committee.
Any boat failing to check-in shall receive a scoring penalty equal to 20% of a Did Not Finish (DNF) score per RRS 44.3(c) for her next race .
The starting line will be between a staff displaying an orange flag on the Race Committee boat at the starboard end and the course side of the port end starting mark.
JAM division will have their own start. The warning signal will not sound sooner than 1 minute after the spinnaker division start.
If any part of a boat’s hull is on the course side of the starting line at her starting signal and she is identified; the Race Committee will attempt to hail her sail number. Failure to hail her number, failure to hear such a hail, or the order in which boats are hailed shall not be grounds for a redress request. This changes RRS 61.1 (a).
A boat that does not start within 10 minutes after her starting signal shall be scored Did Not Start (DNS) without a hearing. This changes RRS A5.1 and A5.2
The finishing line will be on the starboard side of the Race Committee boat between a blue flag on a staff and course side of an inflatable mark.
Each boat shall be prepared to identify the boat finishing immediately ahead and astern by sail number if requested by the Race Committee.
Time limit for each race for the first boat shall be 60 minutes from her start.
Boats failing to finish within 30 minutes of the first boat will be scored Time Limit Expired (TLE) same score as DNF.
A boat that has taken a penalty or retired shall notify the Race Committee as soon as practicable.
Protest and request for redress shall be written or filled-in and printed on a US Sailing Hearing Request form available on the BYC porch (or use the QR code below) and hand delivered to the BYC protest desk within one hour each day of the docking of the Race Committee boat (”protest time limit“).
Protest notices for racing on Friday, Saturday, and Sunday will be posted no later than 30 minutes after the protest time limit on Sunday (8/24) to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the BYC club house on Sunday only.
A boat that retires from a race shall notify the race committee at the first reasonable opportunity.
A boat that leaves the racing area before the end of racing without notifying the Race Committee will receive a 20% of DNF scoring penalty per RRS 44.3(c) in the last race in which she finished.
[DP] The crew in a boat participating in championship (spinnaker and JAM divisions) may number either two or three persons, but the number and identity of crew members must be maintained throughout the Regatta. Substitution of skippers or crew during the regatta will be allowed only with prior approval of the Race Committee. Co-skippers will be allowed subject to the restrictions of Class Rules Part III Rules for Regattas 3.1.
[DP] Changes to the sail inventory or equipment during the regatta will not be allowed without prior approval of the Race Committee.
[DP] An Entrant may carry aboard while racing a second (”backup“) spinnaker which may be used only if there is such serious damage to the primary spinnaker that further use might render it useless in the Regatta.
Breakdown point for a loaner boat will be applied only for the missed races on the day of the breakdown calculated as the average of all races raced for the event. If a substitute loaner boat is not available races on following days will be scored DNS.
